What Is Site Plan Approval?

Site Plan Approval is a planning tool under Section 41 of the Planning Act, R.S.O. 1990. It is used to:

  • Implement the goals of the Township’s Official Plan
  • Ensure conformity with the Zoning By-Law
  • Confirm appropriate site design, servicing, and access
  • Minimize negative impacts on neighbouring properties

The Township of Augusta enforces Site Plan Control through By-Law 2778-2009. This process is typically required for commercial, industrial, and institutional developments.

Through site plan control, the Township ensures development proposals meet applicable regulations and agency requirements related to:

  • Parking and site access
  • Emergency vehicle access
  • Landscaping and buffering
  • Lighting
  • Stormwater management
  • Setbacks and building layout

Site Plan Approval is typically required for:

  • New commercial, industrial, or institutional buildings

  • Expansions or major renovations to existing buildings in these categories

  • Certain multi-residential or mixed-use developments (as applicable)

Meet with Township staff and applicable agencies to discuss the proposed development and determine submission requirements.

Site Plan Application fees are as follows:

  • Minor Application: $771.00
  • Major Application: $1,541.00

Submit your completed application along with the applicable fee.
Note that fees may also be required by external agencies.

Please note that the approval of Minor and Major Site Plan applications is at the discretion of the Township. All applications will be reviewed in accordance with local regulations and planning guidelines.

Planning staff will review the application against the Official Plan and Zoning By-Law. The proposal is circulated to internal departments (Building, Fire, Roads, Drainage) and external agencies (Conservation Authority, County, etc.).

Township staff present a site plan for the Chief Administrative Officer (CAO), detailing findings and any recommended conditions of approval.

The CAO, who has delegated authority from Council, makes a decision on the application and any conditions for approval.

A binding Site Plan Agreement is prepared between the applicant and the Township. This agreement is authorized by the CAO and Mayor may be registered on title.

If the Township does not approve the site plan within 60 days of submission, or if the applicant disagrees with conditions imposed, an appeal may be filed with the Ontario Land Tribunal (OLT).

Once the Site Plan is approved and the agreement is signed/registered, the applicant may apply for the required building permits and begin construction.

Site Plan Application fees are as follows:

  • Minor Application: $771.00
  • Major Application: $1,541.00

Additional costs may include:

  • Peer review fees *if applicable
  • Legal fees
  • Conservation Authority fees
  • Environmental or septic system review fees (as applicable)
