Guide to Severances (Consents to Sever Land)
Subdividing land in the Township of Augusta is most commonly done through a Consent to Sever, which is administered under the Planning Act. While the Township Planning Department provides local input and guidance, the United Counties of Leeds and Grenville (UCLG) serves as the Consent Granting Authority.
Consent is required when a landowner wishes to:
- Create a new lot (new lot severance)
- Establish an easement (right of way)
- Add land to an existing lot (lot addition)
- Make changes to lot boundaries (lot addition)
- If several new lots are being proposed, a Plan of Subdivision may be required instead. Please contact the Township for clarification.
Severance Process: Step-by-Step Guide with United Counties of Leeds and Grenville
Step 1: Pre-Consultation with the Township
Applicants must consult with Township Planning staff and other applicable agencies to discuss the proposal and possible conditions.
A Severance Review Request Form must be completed and submitted. Township staff will review and respond based on current demand and complexity.
Step 2: Complete the Application
The applicant fills out the United Counties of Leeds and Grenville Application Form. Assistance can be requested from Township staff.
Step 3: Submit Application to United Counties of Leeds Grenville
Applicants must book an appointment with the United Counties of Leeds Grenville Consent Granting Authority. At the appointment, submit:
Completed application and severance sketch
Photo ID, proof of ownership, property tax documentation
Cheques or money orders for all required agency fees
Application signature must be witnessed (may be commissioned at the appointment)
Step 4: Application Circulation
Once deemed complete, United Counties of Leeds Grenville:
Sends a confirmation letter
Sends a notice sign to be posted on-site
Issues notice to nearby landowners (within 60 metres) and applicable agencies, including the Township.
The Township provides a recommendation and may propose conditions of approval.
Step 5: Review of Comments
All agency and public comments are compiled by United Counties of Leeds Grenville and forwarded to the applicant.
Step 6: Hearing Scheduled
Once comments are received, a hearing date is set. Applicants are notified a minimum of 15 days in advance.
The Consent Granting Authority reviews the application at a public hearing.
Applicants or their agents are encouraged to attend. The Authority may approve, deny, or defer the decision. Any approval will include conditions.
Step 7: Appeal Period (20 Days)
Notices of Decision are sent to the applicant and agencies. There is a 20-day period to appeal the decision to the Ontario Land Tribunal.
Applicants will be notified if an appeal is received.
Step 8: Fulfill Conditions Within 2 Years
If no appeal is submitted, the applicant has up to 2 years to satisfy all conditions outlined in the decision.
There are no extensions available.
Applicants are encouraged to contact the relevant agencies directly to ensure all conditions are met on time.
Step 9: Final Approval
Once all conditions are cleared and legal documents (e.g., reference plan, deed) are submitted to United Counties of Leeds Grenville within the 2-year window, the Consent Granting Authority will stamp and authorize the deed. The deed must be registered within 2 years of stamping.

Fees
The following fees are required at the time of application submission to the United Counties of Leeds and Grenville:

- $1,085.00 - United Counties of Leeds Grenville Application Fee
- $150.00 - United Counties of Leeds Grenville Entrance Review Fee (if lot onto County Road)
$210.00 (if entrance review is filed after the severance application)

Conservation Authorities
Separate cheques are required depending on the watershed:
If located in South Nation Conservation Authority (SNCA) watershed:
$500 to SNCA (includes conservation and septic review)
If located in Rideau Valley Conservation Authority (RVCA) watershed:
$500 to RVCA (conservation review)
$430 to SNCA (septic review)

- cash-in-lieu parkland $617.00 flat fee per new building lot
- any development agreements, any required supporting studies, hydro-geological assessment, etc.
Cheques or money orders must be made individually for each agency and submitted directly with your application to United Counties of Leeds and Grenville.
