Augusta Land Use Strategy
In April 2022, Augusta Township
Council directed staff to begin the planning work required to align Augusta’s Official Plan with those of the United Counties of Leeds and Grenville and the Town of Prescott. This work follows recommendations from a jointly completed Land Needs Study and aims to support future higher-density development west and north of Prescott.
To ensure responsible growth and proper integration with surrounding areas, the Township is advancing a Land Use Strategy for the lands west of Prescott. This strategy provides guidance for both immediate and long-term development needs.
Study Area
The focus area is located immediately west of the Town of Prescott, bounded by:
- North: Highway 401
- South: County Road 2
- West: Merwin Lane
- East: Prescott’s municipal boundary
This area includes lands identified for future development, requiring careful planning for land use, infrastructure, transportation, and environmental factors.

- Promote high-quality design and sustainable growth
- Provide an appropriate mix of land uses
- Support public and private investment
- Integrate future development with surrounding communities
- Ensure planning is consistent with Augusta's and Prescott’s Official Plans
Project Timeline & Key Phases
Phase 1: Background Review (Fall 2022) – Complete
A review of current conditions and technical data collection took place, including a site visit. Staff and consultants identified challenges and opportunities within the study area.
Phase 2: Community Engagement Workshops (November 2022) – Complete
Two public workshops were held to gather community and stakeholder input:
- Visioning Workshop (Nov 23, 2022) focused on opportunities, constraints, and integration with the existing community.
- Community Design Workshop (Nov 24, 2022) refined ideas into land use and development concepts.
Phase 3: Draft Strategy Report (June 2023) – Complete
Initial plans proposed broader redesignation and development across the study area. However, based on agency feedback and the Land Needs Study, only two parcels adjacent to Prescott were identified as priorities:
Commercial/light industrial lands: approx. 4.85 ha (12 ac.)
Higher-density residential area: approx. 1 ha (2.47 ac.)
Both areas are to be serviced by municipal water and sewer. Broader development (Phase II) is deferred until a future time. Council received the Land Use Strategy Report in August 2023 and directed staff to move forward with an Official Plan Amendment for Phase I.
Phase 4: Public Information Session (September 2023) – Complete
An information session was held at the Municipal Office to share the results of the strategy and next steps.
Phase 5: Official Plan Amendment (January 2024) – Complete
On January 29, 2024, Council adopted By-Law 3682-2024 (Official Plan Amendment No. 4) to redesignate the two identified parcels. This amendment was approved by the United Counties of Leeds and Grenville.
What’s Next
The Township will now begin implementation work in the Phase I areas, including:
- Initiating supporting zoning by-law amendments
- Exploring development readiness (servicing, access, and design)
- Continuing long-term planning for future phases (Phase II)

The strategy has been developed in partnership with Fotenn Planning + Design, a professional consulting firm with expertise in land use and municipal planning.
