CHIEF ADMINISTRATIVE OFFICER

The Township of Augusta is a thriving rural community, situated along the St Lawrence river in the County of Leeds and Grenville, serving a population of approximately 7,350 residents. The Township is seeking an individual with excellent leadership and organizational skills to lead a team of dynamic professional staff dedicated to serving the community through the provision of high quality and sustainable services.
Reporting directly to Council, the Chief Administrative Officer will provide executive leadership to all departments and ensure the administration of the municipalities’ affairs in accordance with policies established by Council and appropriate legislation.

Responsibilities include:

  • Ensuring the efficient and effective administration of the Township. The CAO will lead the management team in developing, implementing, and administering the corporate strategy, goals, policies, and programs of the Township.
  • Ensuring meetings of Council and Township committees are held in accordance with the Municipal Act, staff has knowledge of and attends to their statutory duties, and ensuring high quality reports, recommendations and Bylaws are prepared and related Council directions are achieved.
  • Making recommendations and providing advice to Council on corporate strategy, policy and programs, service levels, legislative and corporate matters. Ensuring Council is advised of critical issues affecting municipal operation, projects, financial and planning matters.
  • Negotiating various agreements and contracts on behalf of the Township. Directing collective bargaining and recommending collective agreements and non-union employment bylaws to Council and as Chief Human Resources officer, ensuring administration of such agreements.
  • Acting as Chief Economic Development representative to identify, promote and co-ordinate the economic strategies and opportunities of the Township.
  • Ensuring, in co-operation with the Treasurer, the development of annual budgets, financial control of all Township budgets, reporting of financial results, variance, and projections.
  • Fostering proactive, effective, and professional relationships with Council members, board and committee representatives, officials from federal, provincial, and other agencies, other municipalities, residents, and external partners.
  • Ensuring the development and implementation of effective Emergency Plan and MFIPPA.
  • Act as Secretary/Treasurer to the Police Services Board.
  • Ensuring compliance with all applicable Acts, Legislation and Regulations

The successful candidate will be a flexible continuous learner, with a sound knowledge of municipal administration, management, planning and applicable provincial legislation and administration. Successful completion of the Municipal Administration program (AMCTO) or equivalent education and experience, with a working knowledge of municipal law, federal and provincial legislation, financial management, human resources and labour relations. Experience in the delivery and/or management of community economic development is key. Three to five years of management experience is desired.

The ability to build and sustain effective collaborative relationships with the public, government ministries, members of Council and various departments within the Corporation, with significant experience in a supervisory/management role within a municipal environment will be critical to success in this position.

Community Development & Recreation Coordinator – Contract 1 year (Maternity Leave Replacement)

Reporting to the Chief Administrative Officer, the Community Development and Recreation Coordinator will assist and support the CAO/Treasurer with the running and administration of the Corporation and the goals and objectives of Council.  Providing clerical support and co-ordination related to Community Development, Recreation and Tourism activities of the municipality.
